2.1 Notes the report, recommendations and Minutes Extract of the Special Cabinet meeting held on 9 January 2025.

2.2 Requests that the following consultation approaches are considered:

· a full public consultation on any plans for devolution and local government reform.

· that any final decision on becoming part of a Mayoralty or combining with another Local Authority be subject to a city-wide referendum.
